Since 2002, Neka has donated her time to the Fan Noli Library. In 2004, she was appointed by the Albanian Chancery as the archivist for the project. She initially began cataloging all books in the library manually, until 2007, when digital solutions could be gradually introduced.

In 2010, with the help of her sister Flutura, the first digital catalog of the Fan Noli Library was created. Four years later, two Facebook pages for the Fan Noli Library digital projects were established, providing a resource for cultural events and updates in the community, as well as within the library.

Starting in 2017, Neka began visualizing the future of the Fan Noli Library, looking to expand the Library’s digital projects and online resources. Along with Flutura and Endri, the library welcomed the assistance of APC Integrated, in a joint partnership to create the new website for the Fan Noli Library
